I have received from His Honour
the Acting Judge of His Britannic Kajesty's Supreme Court
at Shanghai a copy of a Memorandum dated 29th. June, 1909,
which he had written at the request of the Foreign Office
"on the subject of the return to China, as a matter of
routine, at the public cost of time-expired convicts, sent
from His Majesty's Courts in China to Hongkong for in-
-prisonment"
which has doubtless been communicated by the
Foreign Office to Your Lordship's Department, but a copy of
which I attach for easy reference. In this connection I
would also invite Your Lordship's attention to my Des-
21384 -patches Nos. 133 of 20th. May, and 161 of 17th. June, 1909,

relative to a similar question in connection with the
transmission of prisoners to this Colony from Bangkok.
